About the Position: The incumbent will serve as Program Analyst for the Budget and Technical Services Branch with responsibility for program planning, formulation, execution, and review and evaluation of assigned program operations of the Mobile District Real Estate Division.

Duties

Provide program planning, formulation, execution, and review and evaluation for assigned program operations . Review prior, current, and budget year program estimates, and the overall program plan to estimate, assure compatibility, realism, and proper program balance and planning for short term and long-term funding requirements. Analysis of interrelated issues of cost and program performance addressing varied automated Real Estate Information Systems of a highly specialized nature. Conduct the development and analysis of long-range programs and budgets. Manage Information Technology Investment Portfolio System, and Life Cycle Cost Estimates. Prepare detailed plans, budgets, and schedules of assigned programs and/or participates with management in fiscal planning.

Specialized Experience for the GS-343-12: One year of specialized experience which includes:1) Managing and evaluating Real Estate budget programs, systems, and policies and gives recommendations for improvements. 2) Developing critical reports, which illustrate over and/or under budget execution; and 3) Utilizing a financial management system to manage data (initiate, plan, execute, monitor/control and close) and generate quality reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
