About the Position: The employee analyzes current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives; analysis is directly related to the overall management control of the Mobile District Operations Division's programs. In addition, the incumbent is required to provide technical expertise and expert management advisory services related to the management of the workforce.

Duties

Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives. Advise and assist supervisors in preparing recommendations for personnel actions. Assists Operations Division Managers in crafting conference approval packages and deciding if conference approval is required under current guidance. Coordinates personnel actions and labor relations issues within the Operation’s Division and provides liaison with the Civilian Human Resources Agency to resolve related issues and problems. Communicates the information represented by the control systems to management as a function of effective evaluation of program operations and milestones. Advises supervisors within the Division on the disciplinary process, assisting in the crafting and review of requests for discipline. Performs analysis of annual and multi-year fiscal planning for Operation Division's interrelated complex substantive programs to establish and/or validate internal management controls. Serves as the District’s Drug Testing Program Coordinator. Ensures appropriate positions are included in the Testing Designated Positions and coordinates with other Drug Testing Program Coordinators to ensure positions are included in the random drug testing program. Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations, funding requirements, and progress. Maintains historical records for personnel actions and labor relations issues within the Operations Division and for the Drug Testing Program.
