Duties

Initiates and conducts surveys which involve checking physical layouts, construction procedures, tools, equipment, lighting, ventilation, sanitation, etc. Develops training material, plans and conducts training of management, supervisors, employees, employee representatives, and Directorate safety personnel in safety program requirements. Serves as technical advisor to operating officials, supervisors and employees on matters involving traffic, industrial maintenance and repair, construction, accident and fire prevention, hazardous material storage, etc. Checks plans and specifications for proposed alterations, new construction or repairs to building and facilities for conformance with standard safety engineering practices. Collects accident data pertaining civilian employee accidents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is adverse weather essential.
  • A pre-appointment physical is required.
  • Employees must obtain a standard Army Safety Program certification.
  • TDY travel may be required occasionally.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes1) Conduct surveys which involve checking physical layouts, construction procedures, tools, equipment, lighting, ventilation, sanitation, guarding physical hazards, personal protective equipment, fire prevention, hazardous and other materials handling and storage operations, traffic safety, and physical conditioning courses, etc. AND 2) Develop sketches or diagrams such as those of physical layout of machinery, change of lighting or ventilation systems, proper exits, and direction of traffic; AND 3) Develop implementing procedures to assist supervisors and employees to comply with existing safety standards and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection and Program ManagementSafety and Health Training and EducationSafety and Occupational Health (SOH) Hazard Control Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
