The primary purpose of this position is to to accomplish out-year resource programming functions to prepare, defend and analyze National Air and Space Intelligence Center (NASIC) resource submissions and trends.
**Salary ranges include local market supplements.**
Duties
DUTY 1: Provides resource programming functions to develop and defend NASIC resource submissions and analyze resource trends
DUTY 2: Develops and edits funding justification statements prepared by managers, resource advisors and program analysts to ensure highly technical requirements communicate functional impact.
DUTY 3: Analyzes multi-year program and related information to determine significant trends pertinent to management and effectiveness of NASIC's intelligence production mission.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the organization's integrated aerospace intelligence analysis functions and client organizations, as well as their inter-relationships, which is needed to ensure comprehensive analysis and coordination of resource analysis results, proposed alternatives and recommendations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Technical Knowledge; Technical knowledge and experience with intelligence programming concepts and techniques, and familiarity with NASIC, USAF and IC strategic goals.
2. Application; Experience applying technical knowledge to create programmatic plans.
3. Collaboration; Knowledge and experience related to successful collaboration with internal and external partners to identify common goals and objectives.
4. Knowledge of and experience with critical thinking skills to frame problems and form creative solutions.
5. Effective communication skills and experience presenting complex information to and facilitating group discussions.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Work is performed in an office environment. Work may require travel away from the normal duty station on military and commercial aircraft. Incumbent may be required to work other than the normal duty hours in the performance of the job; overtime may be required. Additional duties as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
