This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for revising and recommending budget approvals or adjustments; negotiating with management on budget recommendations; advising leadership on budget policies; and analyzing guidelines, policies, and regulations to address unplanned requirements and funding adjustments.
Duties
As a Budget Analyst at the GS-0560-13 some of your typical work assignments may include:
Serves as a Budget Analyst responsible for performing the total spectrum of programming, budgeting, execution, and review of the highly complex Security Cooperation (SC) programs to include a one-year, two-year, and x-year (no year) accounts.
Provide support to budget engagement with external partners including the Department of State (DoS), the Military Departments (MILDEPs), and the Geographic Combatant Commands (GCCs).
Develops recommendations to resource program manager's unplanned/unfunded requirements, funding adjustments for the successful execution of global SC programs to meet national and foreign policy objectives.
Provides insight, for the area responsible, on the development and interpretation of budgetary guidelines, policies, legislation, and regulations for the agency and its various budget organizations to justify resource requirements, to determine when new or revised legislation is needed, and to research and prepare recommendations for the content of such legislation.
Provides budget and financial management recommendations for the development of SC/SA administrative funding provided to the SC Enterprise.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Analyzing, revising, and recommending approval or adjustments to budget requests and reprogramming actions; negotiating with management to accept and implementing budgetary recommendations; developing, advising and briefing budgetary policies and programs to managers and senior leadership and; conducting extensive analysis of budgetary guidelines, policies, legislation, and regulations to develop recommendations for unplanned/unfunded requirements and funding adjustments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
