Duties

You may also view the full position description on the Agency intranet at the following link: PD Search This is a developmental position leading to the full performance level of GS-12 . Closer supervision and technical guidance and/or on-the-job training are provided. Duties are gradually broadened so the incumbent is eventually performing all of the duties of the full performance level, position description number 4D0500. Serves as a Labor and Employee Relations Specialist in the Management Operation Support. Provides authoritative labor and/or employee relations advice to management and works to resolve a full range of issues with the goal of exploring options, developing alternative courses of action and problem resolution. The Labor and/or Employee Relations Specialist is usually the primary servicing staff advisor for one or more components/units of the organization and interacts with components under and outside of the line authority of the Regional Commissioner. Provides guidance and consultation to managers on all labor relations issues, including administering labor agreements and negotiating local agreements and/or employee relations issues, including progressive discipline and adverse actions. Also provides advice and assistance to managers in matters of conduct, performance, leave management, attendance, and dispute resolution.

Qualifications

For GS-11 Applicants must have 52 weeks of specialized experience at the GS-09 level, or equivalent. Examples of specialized experience include: Examples of specialized experience are: Applying knowledge of labor relations concepts, principles, and practices, including non-traditional collaborative approaches to labor relations, labor-management partnership, alternative dispute resolution, interest-based bargaining, and facilitation sufficient to provide staff advisory services on organizational-wide issues; Providing guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures, consultations and negotiations; Interpreting and using statutes, rules, regulations and case law to support case theory; and Analyzing employee relations problems/situations and recommending courses of action that meet organizational needs and are compliant with controlling statutes, regulations, policies and labor contract requirements. For GS-12 Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent. Examples of specialized experience include: Developing, interpreting and updating complex labor and/or employee relations policies and procedures; Negotiating memoranda of understanding on complex issues; Providing advice, guidance and training/briefing on labor management relations and employee relations issues, negotiations, alternative dispute resolution, etc; Handling third party cases (e.g. serving as a management representative on unfair labor practices, during contract negotiations, implementation or impact bargaining), or Merit Systems Protection Board cases; Resolving disputes through mediation, arbitration, alternative dispute resolution, etc. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion to GS-11 must have 52 weeks at the GS-09. Applicants for promotion to GS-12 must have 52 weeks at GS-11. Time in grade requirement must be met by the closing date of this announcement. Time in grade requirement applies to Current Federal, Reinstatement eligible, ICTAP eligible.

Education

For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M.

For GS-12: Substitution is not applicable for the grade level.

Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study. If selected, you may be required to provide your official college transcripts prior to the effective date of the personnel action placing you into the new position.
