WHAT IS THE HCO- HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Office of Human Resource Strategy, IRS University, IRSU Operations, Learner Event Support (LES) This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. WHAT DOES A FRONTLINE MANAGER DO? As a Front-Line Manager, first level supervisor, you will be responsible for assigning, directing, and reviewing the work of subordinate employees. You will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning, and carrying out the training and development of employees, evaluating employees' work performance, and in performing all other related administrative functions. This Supervisory HRS position leads a team of employees responsible for delivering a full range of learning and education delivery services, including but not limited to: fully participating in training plan implementation with the business unit's Learning and Education (L&E) embedded staff; coordinating the delivery of training programs through various delivery methods (e.g., classroom, On-the-Job Training); training, developing, evaluating and certifying instructors; supporting individual and organizational skills development; using various management information systems to plan, deliver and evaluate training programs; plus ensuring accurate data submission in the Integrated Talent Management (ITM) Learning Module. The Supervisory HRS directs a staff that serves as advisors to customers on training delivery matters both within an assigned geographical area and Servicewide. Ideal candidates would require: managerial experience with sufficient knowledge of management principles to effectively lead a Service wide program; effective communication skills, both orally and in writing to interact with all levels of management; understanding and application of the IRS and NTEU National Agreement; knowledge of training support and delivery methods, platforms, processes and procedures - either virtual or classroom (or both). Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE IR-05: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
