The primary purpose of this position is: To serve as a command headquarters-level senior Cybersecurity Planner, applying requisite knowledge, training, and experience to plan, organize, implement, and determine necessary policies and procedures for the successful management of assigned MAJCOM projects.

Duties

Develops detailed plans, goals, and objectives for implementation of assigned cyber duties major command level Information Technology (IT) projects. Serves as a senior security specialist and focal point for systems architecture. Represents MAJCOM/A6 with a variety of installation and functional area organizations. Develops IT policy and guidelines. Acquires/procures IT hardware, software and/or capabilities required for assigned projects.

• (CONT) appropriate IA Management Level III certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted failure to receive the proper IA certification may result in removal from this position.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Applying advanced IT and project management principles, concepts, methods, standards, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT systems life cycle management, to include requirements analysis, development of technical solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life; knowledge of IT acquisition policies, laws, regulations, strategies, and best practices; and knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT planning and acquisition. 2. Ability to plan, organize, lead, and manage multiple, complex IT projects simultaneously; and to use a broad range of IT project management methodologies, concepts, tools and approaches to manage projects, and guide project participants, to ensure cost, schedule and performance requirements are met. Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber issues. Knowledge of the organization's core business/mission processes. Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities. 3. Knowledge of cybersecurity and privacy principles. Knowledge of computer networking concepts and protocols, and network security methodologies. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Knowledge of cyber threats and vulnerabilities. Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions. 4. Knowledge of emerging technologies that have potential for exploitation. Ability to analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions; and ability to communicate effectively, and successfully convey complex technical information to nontechnical personnel, including but is not limited to preparing studies, executive correspondence, statements of work, etc, and preparing/presenting briefings. 5. Skill in leading and motivating project teams in a variety of situations; includes dealing effectively with individuals of varied backgrounds, and building them into a team that will work cooperatively toward goal accomplishment PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
