The primary purpose of this position is: to serve as an advisor on Services, Family, and Veteran Programs, Assistant Secretary {Manpower & Reserve Affairs), Deputy Assistant Secretary (Reserve Affairs and Airmen Readiness), Pentagon, Washington, D.C.

Duties

Serves as an advisor to the Deputy Assistant Secretary (Reserve Affairs and Airmen Readiness) and the Assistant Secretary of the Air Force {Manpower and Reserve Affairs) and provides direct oversight in all matters pertaining to the development and management of Air Force-wide and DoD-wide force services which are of significant national and DoD interest. Serves as an advisor to the Deputy Assistant Secretary (Reserve Affairs and Airmen Readiness) and the Assistant Secretary of the Air Force (Manpower and Reserve Affairs) and provides direct oversight in all matters pertaining to the development and management of Air Force-wide and DoD-wide family programs. Serves as an advisor to the Deputy Assistant Secretary (Reserve Affairs and Airmen Readiness) and the Assistant Secretary of the Air Force (Manpower and Reserve Affairs) provides direct oversight in all matters pertaining to the development and management of Air Force-wide and DoD-wide voluntary education programs (Title 10) and veteran employment initiatives which are of significant national and DoD interest. Represents the Deputy Assistant Secretary and/or the Assistant Secretary (Manpower & Reserve Affairs).

  • IAW JTR, Vol 11, may be required to travel by regularly scheduled passenger military or commercial aircraft in performance of TDY.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENTS Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts shown below. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: Serves as an expert professional for specialized areas force support, voluntary education programs, and family programs as they apply to the organizational environment of the Department of Defense, sufficient to initiate and develop strategic plans, policies and programs to support Air Force active duty, Reserve Component, and civilian personnel. Assesses complex policy alternatives against political and organizational realities and manages intricate projects from start to finish with little or no guidance. Applies a high degree of ability to communicate both orally and in writing sufficient to prepare recommendations for legislative change, Congressional testimony, to translate legislation into policy goals, actions, and services and to prepare sound positions on complex issues. Skillfully plans, organizes, contracts for in negotiations where the proposals may involve substantial conflict with opposing views. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of the specialized areas associated with force support programs. 2. Mastery of the specialized areas associated with family programs. 3. Mastery of the specialized areas associated with voluntary education programs (Title 10). 4. Mastery of the specialized areas associated with veteran employment initiatives; Skill in planning, organizing and directing team research/projects leading to substantive proposals for change in policy or procedures. Skill in negotiating where the proposals may involve substantial conflict with opposing views. 5. Ability to think strategically, to be innovative, and to work independently in plans and policy development. Demonstrate ability to assess complex policy alternatives against political and organizational realities and manage intricate projects from start to finish with little or no guidance. 6. Skill in both written and oral communications sufficient to present findings and recommendations to Air Force leadership at the four-star level, and to interface professionally with Members of Congress, to prepare recommendations for legislative change, draft Congressional testimony, to translate legislation into policy goals, actions, and to prepare sound positions on complex issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
