This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for overseeing, developing, coordinating, and evaluating policies and procedures in support of Family Advocacy Programs. Incumbent is a subject matter expert on matters relating to the Domestic Violence and Child Abuse education, prevention and intervention services.

Duties

Analyze resourcing requirements for Department of Army Family Advocacy Programs. Determine the level of effectiveness of the Family Advocacy programs and the degree of efficiency of utilization of resources. Provide technical assistance and/or policy interpretations on program and program evaluation through guidance materials, training workshops, on-site visits and verbal or written communication. Manage implementation of the Incident Determination Committee process. Develop service contracts for development and/or implementation of the Department of Army Family Advocacy Programs education, prevention, intervention and projects. Respond to queries from congressional and executive-branch offices. Manage Army-wide Family Advocacy programs which include, Victim Advocate, New Parent Support-Home-Visitor, Transitional Compensation, Military Family Life Consultant, Problematic Sexual Behaviors in Child and Youth and Response efforts. Review and/or support Family Advocacy analysis of data from Army Serious Incident Reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security clearance for duration of employment.
  • This position requires temporary duty (TDY) travel up to 10% of this position's time.
  • This position may be designated as Mission Essential.
  • Employee may be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Family Advocacy Program Specialist: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS 13 Specialized Experience: One year of specialized which includes one year of specialized experience which includes assisting in the development of program guidance for Family Advocacy programs (e.g. Victim Advocate, New Parent Support, Child and Spouse abuse prevention, Problematic Sexual Behaviors for Child and Youth and Incident Determination Committee); assessing Family Advocacy Program efforts for conducting primary prevention and responses; and interpreting data to prepare narrative presentations, statistical reports, or fact sheets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS 14 Specialized Experience: One year of specialized experience which includes evaluating the effectiveness of Family Advocacy programs (e.g. Victim Advocate, New Parent Support, Child and Spouse abuse, Problematic Sexual Behaviors for Child and Youth (PSB-CY) and Incident determination Committee, prevention and/or intervention); assisting in the improvement processes related to family advocacy programs; interpreting empirical data from Serious Incidents reports, such as GAO (Government Accountability Office) audits to provide reports, inform evidence base policy decision or provide substantiated recommendations; developing Family Advocacy program guidance; and identifying resource requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
