The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Integrated Resilience Office (A1Z).

Duties

Plans, organizes, and directs the activities of Integrated Resilience Office, ensuring that policy strategy and program complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Integrated Resilience office with a variety of installation and functional area organizations. Serves as senior policy analyst in Integrated Resilience and performs extensive analyses which span the range of the interpersonal violence subject areas to ensure full implementation of the Integrated Resilience Programs.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a professional series which requires a positive education. A degree or equivalent experience in the behavioral sciences or social work is desired.
  • This position requires a high degree of discretion in relation to sensitive information.
  • The employee is authorized, to receive "restricted reporting" information and/or relevant personal health information and must abide by pertinent non-disclosure rules in the receipt of the information.
  • Must be able to obtain and maintain a secret security clearance.
  • State Criminal History Repository (SCHR) check to be completed on any person selected for this position.
  • This is a supervisory position, a 1-year probationary period may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1) Developing, managing, and presenting budget to ensure viability of Headquarters Sexual Assault Prevention and Response programs. 2) Maintaining oversight of DOD Sexual Assault Advocate Certification Program (D-SAACP) credentialing status for Sexual Assault Response Coordinators, Victim Advocates and volunteer Victim Advocates across the command. 3) Monitoring and evaluating training content to ensure integration into all aspects of training and education across the Command and within the Agency. 4) Working with appropriate base, community or state agencies to ensure individuals affected by sexual assault or other acts of interpersonal violence are kept reasonably informed if prosecution is on-going while coordinating with legal authorities. 5) Preparing and presenting briefings, speeches, reports and professional papers, on organization's sexual assault prevention/response policy and other victim issues to senior leadership, spouses, civilian conferences, and public forums. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and experience in developing, gathering, and implementing comprehensive policy, long and shortterm goals, outcomes and measurement criteria. Ability to prepare policy, special studies, staff reports, Congressional testimony, speeches, and official responses to inquiries and emerging issues, including the ability and adaptability to meet emergency and/or changing program requirements within available resources and with minimal sacrifice of quality or quantity of work. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem-solving decisions and synthesize into conclusions. Ability able to work with cross-functional teams and to interact directly with senior leaders, demonstrate excellent interpersonal skills and a collaborative relationship building style. Knowledge of social services delivery systems and concepts, principles and theories relating specifically to individual and group resiliency and the prevention of and response to sexual assault, domestic violence, and other areas of interpersonal and self-directed violence and trauma. Knowledge of laws, regulations, executive orders, policies, issues, etc., relating to DoD resilience and interpersonal and self-directed violence programs. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
