You will serve as a Financial Management Analysist in the Financial Management & Comptroller Department (G-8) of MCRD ERR PI SC.

Duties

You will prepare briefing materials, budget estimates, phasing plans, Current Year Deficiencies (CYD), and responses to data calls, and other requests for financial information. You will allocate financial resources to assigned programs utilizing the Defense Agencies Initiative (DAI) business process system. You will prepare budget allocation and obligation phasing plans. You will monitor, analyze, and assess budget execution against phasing plans and established targets for budget execution. You will track budget execution, commitments, and obligation rates by Project, Task, MCPC, SIC, COLS Function and Sub-Function, and other categories as required or requested.

• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain a Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating, analyzing and maintaining budgets, financial reports, and accounting records associated with the management and control of resources or funds. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

Or
3 full years of progressively higher level graduate education leading to such a degree.

Or
LL.M., if related

Or
A combination of graduate education and experience which equals up to 100 percent.
