This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will perform or advise on work covering the full spectrum of accounting matters, policies, and regulations. You will ensure the integrity, propriety, accuracy, and timeliness of accounting processes related to the recording of financial transactions for serviced activities. You will monitor financial management performance measures and coordinate the research, review, and correction of accounting errors and/or dormant/aged and abnormal transactions and conditions. You will plan/conduct training of Financial Management Analysts and Technicians, and others on the proper utilization of the Defense Agencies Initiative (DAI) business process system, financial execution systems, and other business feeder systems. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will assign work to subordinates based on employee's capabilities, priorities and difficulty.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the formulation of budget and estimates to support plans, programs, and activities AND analyzing and recommending costs and benefits of alternative methods of financial management of an organization's programs and administrative operations.
