The primary purpose of this position is to serve as first level supervisor planning, directing, organizing and exercising control over non-supervisory employees in order to innovate and improve processes and programs.
Duties
Plans, organizes, and directs the activities of AFIMSC Innovation and Improvement Division, ensuring that the division complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities.
Represents the Innovation and Improvement Division with a variety of installation and functional area organizations.
Performs continuous manpower and organizational improvement analyses and projects for a wide range of diverse programs, their capabilities, and functions as relating to the I&MS enterprise, or other assigned tasks.

- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Force Support Career Field

- The incumbent will be required to obtain BB certification within 12 months of being placed in the position. BB certification must be maintained by the incumbent while in the position.
- A Master’s degree with a specialization in technology or project management is highly desirable
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience utilizing analytical and evaluative methods and techniques for assessing program devlopment and execution and improving organizational effectiveness and effciency; experience designing, developing, implementing, and assessing innovation and improvement programs in support of small to medium sized organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the mission, roles, functions, organizational structures, and operation of the organizations that govern, interface with, and/or influence the innovation project/program process.
Knowledge of safety and security regulations, practices, and procedures.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations
Knowledge of, and skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping
Ability to gather, assemble, and analyze the status of the AFIMSC innovation and continuous improvement efforts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
