The primary purpose of this position is to provide comprehensive planning framework to enable strategic and long-term planning for installation complexes to support the Air Force and its wide-range of customers at the Combined, Joint, MAJCOM and installation levels through development of comprehensive investment strategies.

Duties

Integrates the five individual AFAMPs to the Future Years Defense Program (FYDP) long range planning horizon OR aligns and prioritizes the integrated FYDP to year of execution (+2) process for installation complexes across the AF utilizing asset management principles (AM) Responsible for enterprise-wide Portfolio Management (PFM) that includes complex analysis and centralized management of requirements, projects, opportunities, or programs based on numerous key characteristics to achieve an approved level of service based on Air Force Common Output Levels of Service (AFCOLS) at an acceptable cost, in support of the mission Integrates AF enterprise-wide (built and natural asset) portfolio management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans Represents the organization at executive levels within the Government and to contractor/industry representatives

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience applying advanced program analysis methods and techniques to the integration of management plans in Real Estate, Facilities, Utilities, Airfield and Transportation Networks, and Natural Infrastructure for the purpose of long-term program planning and experience applying advanced business accounting and financial management principles and procedures to these assigned programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and mastery of a broad range of methods and techniques used in integrating activity management plans in one or more of the following fields: Real Estate, Facilities, Utilities, Airfield & Transportation Networks and Natural Infrastructure Knowledge of asset management principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds. Knowledge of business accounting and financial management principles and procedures Skill in developing and utilizing appropriate data collection techniques and program management Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
