The primary purpose of this position is to serve as Center Commander's senior advisor for personnel & manpower, with managerial and supervisory responsibility for assigned functions, providing Center level leadership in all areas of force management, including functional areas of Civilian & Military Personnel, Manpower, Education & Training, and Organizational Health.
Duties
1. Plans, organizes, and oversees the activities of the Personnel Directorate.
2. Exercises supervisory personnel management responsibilities.
3. Represents the Personnel Directorate with a variety of installation and functional area organizations.
4. Serves as a confidential advisor to the AFIMSC Commander, Vice-Commander, and Executive Director for matters related to human resources.
5. Acts as the expert consultant for the Center on strategic human resources management planning.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Specialized experience includes planning, coordinating, analyzing, and managing manpower, personnel, and/or force management functions; developing goals and objectives that integrate organizational and human resources needs and objectives; developing informed recommendations and providing cogent advice and guidance to center leaders; establishing, revising, and reviewing policies/ procedures and mission objectives to promote positive mission accomplishment; exercises supervisory management responsibilities such as oversees work, appraises performance, explains performance expectations to subordinate supervisors and employees directly supervised and/or takes corrective action as needed.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advanced management and organizational principles and practices to be used in conjunction with a comprehensive knowledge of human resources functions to develop and implement integrated approaches and solutions to substantive concerns and issues.
2. Expert knowledge of human resources and force management principles, concepts, regulations, and practices, analytical methods and techniques to resolve force management problems not susceptible to treatment by standard methods.
3. Knowledge of DOD, USAF, AFMC, and AFIMSC organizations, programs, missions and functions to analyze and determine human resources plans, programs, and initiatives to support customers' current and future requirements.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy whic may or may not be a readily accepted, but is the best solution to achieve overall AFIMSC goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
