The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Installation and Mission Support Center, Directorate of Personnel, Workforce Development Division (AFIMSC/DP/DZD).
Duties
1. Plans, organizes, and directs the activities of AFIMSC/DPD ensuring that all acculturation, training and professional development complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities.
3. Represents the organization with a variety of installation and functional area organizations.
4. Serves as senior advisor to the Director and staff in theory and practice of learning, training, and education, and leadership development.
5. Propose and develop strategies, plans, programs and processes to collaborate across the force development enterprise.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include that I have or will have within 120 days of this announcement closing at least one year of specialized experience at the GS-13 grade level or equivalent pay band. Specialized experience includes developing and initiating goal, objectives, and plans for professional development of an organization; ability to research and analyze policies and procedures to coordinate with missions objectives; ability to create, implement, and analyze metrics to asses compliance with regulatory requirements; provides key customer service; provides recommendations on performance evaluations; ability to communicate effectively orally and in writing NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization's programs and activities; organizations missions, policies, instructions and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution, and improving organizational effectiveness and efficiency.
2. Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to AF training, education, and professional development programs.
3. Knowledge of mission, roles, functions, organizational structure, and operation of DOD and AF organizations to provide force development guidance for training, education, and professional development programs.
4. Ability to plan, organize, and direct division functions and supervise, mentor, motivate, and evaluate staff of the organization.
5. Ability to establish effective working relationships and communicate well with others, orally and in writing, to include preparing and conducting formal and informal briefings.
6. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
