The primary purpose of this position is to serve as Division Chief, Plans, Readiness, Manpower and Personnel and Wing Cyber Training. Provides supervisory and managerial authorities over Manpower and Personnel (XPXM), Plans and Readiness (XPXR) and Wing Cyber Training (XPXT) branches of the 688 CW.
Duties
-Plans, organizes, and directs the Readiness and Plans activities of the 688 CW, ensuring that XPX complies with legal and regulatory requirements and meets customer needs. Directs/leads/manages the development/coordination of support agreements, Cooperative Research and Development Agreements (CRADAs), to include Technology Transfer (T2) programs, Memorandums of Agreement/ Understanding (MOA/MOU), Implementation Plans (IPlans), Strategic Plans, Programming Plans (PPlans) and University Affiliated Research Center (UARC).
-Manages Wing Training & Education services. Responsible for 688 CW training programs which includes, but is not limited to, Maj Gen Larson's Awards, the wing and NAF's APDP program, 8570, Squadron, Enterprise, Commercial, OJT, DCIPS, Civilian supervisor training as well as managing the Wing SOS selection board. Oversees the management of the 688 CW Learning Management System to ensure mandated training is completed in accordance with all directives and timelines. Conducts annual surveys/data calls determining training and development needs.
-Oversees and maintains required Manpower and Personnel programs to support mission needs. Oversees the management and execution of position management program, manpower utilization studies, organizational alignment and all personnel actions.
-Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Senior" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of management principles, processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies. Also, understanding of broad financial management and resources allocation principles and techniques as they relate to long range planning of programs and objectives that affect the 688 CW organizational programs. The employee at this level applies experimental theories and new developments to problems
not susceptible to treatment by effectively organize and analyze information; specific needs of commanders and senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, experience, and recognized professional standing; and effectively advocate for a position when need arises. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AF, DoD, AFSPC, 24 AF and national agency missions, policies, entities, resources, operations, capabilities and requirements and the knowledge of safety and security regulations, practices, and procedures.
2. Knowledge of management principles, processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies.
3. Knowledge and understanding of broad financial management and resources allocation principles and techniques as they relate to long range planning of programs and objectives.
4. Ability to effectively organize and analyze information; produce reports, positions papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, experience, and recognized professional standing; and effectively advocate for a position and the ability to plan, organize, and direct the functions and staff of an organization; to include mentoring, motivating, and supervising subordinates.
5. High degree of skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.
6. Working knowledge of other national agency missions, policies, entities, resources, operations capabilities, and requirements.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
