The primary purpose of this position is to serve as a senior Program Analyst, providing Civil Engineering support in the performance of work requiring critical thinking as applied to enterprise-wide strategy, plans, policies, and processes relating to Management Framework, Core Capabilities, Enabling Capabilities, and Directorate strategic plans and initiatives.
Duties
Duty 1: Performs a broad range of critical thinking assignments related to the CE enterprise entailing unique problems involving advanced strategies, new technologies, current/future concepts, AFCEC Management Framework, AFCEC/CC and Directorate strategic plans and initiatives and their impact on CE capabilities, concepts of operation, and AFCEC's CI2 efforts.
Duty 2: Utilizes critical thinking in the development, analysis, and utilization of current/future concepts, process improvement, innovative capabilities, and technologies, to evaluate and predict their impact on AFCEC's Management Framework, Core Capabilities, Enabling Capabilities, AFCEC/CC and Directorate strategic plans and initiatives, and operational activities across the CE enterprise.
Duty 3: Performs continuous manpower and organizational improvement analyses and projects for a wide range of diverse programs, their capabilities, and functions as relating to the CE enterprise, or other assigned tasks.
Duty 4: Represents the organization at meetings, conferences, briefings, and seminars related to program planning, advanced technologies and support system concepts.

- A bachelor's degree from an accredited college or university is highly desired.
- The incumbent will be required to obtain BB certification within 24 months of being placed in the position. BB certification must be maintained by the incumbent while in the position.
- Completion of Air War College or other intermediate professional military education is highly desired.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Provides Civil Engineering (CE) support expertise in the performance of work requiring critical thinking as applied to cross-functional knowledge in the planning, programming, research, analysis, conceptual design, and/or integration of complex CE support systems to support the organization's mission objectives. Leads continuous process improvement (CPI) and innovation (CI2) for the organization. Produces relevant strategy, plans and requirement products for the organization, leveraging key elements within the enterprise, timely analysis and advisory services, and innovative concepts for future requirements across the enterprise.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of agency and Directorate program goals and objectives, the sequence and timing of key operational, programmatic, and planning events and milestones, and methods for evaluating the effectiveness of planning actions related to actual events.
2. Knowledge of Directorate and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
3. Knowledge of the application of Top Secret and compartmentalized expertise as it applies to assigned programs,
personnel, future technologies, and security procedures to maintain control of classified material.
4. Ability to recognize and analyze complex CE Operations problems, conduct research, summarize results, and
make appropriate recommendations for resolution.
5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended
solutions; and package the entire process in briefings, papers, or reports suitable for top management use and
decision-making.
6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good
working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
