This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
As a Senior Confidential Assistant, you will:
Interpret and implement legislation, regulations and any new legislative issuances as well as policies governing other programs and having on impact on CPD.
Provide technical assistance and guidance on information technology systems such as the Integrated Disbursement and Information System (IDIS) and the Disaster Recovery Grant Reporting (DRGR) systems with respect to reporting on the use of CPD funds in each system.
Interpret financial management policy and instruction for CPD programs.
Respond to inquiries regarding the progress of the studies and its applicability to CPD program assignments.
Analyze and comment on proposed legislation, regulations and other issuances developed by HUD offices outside of CPD and which affect CPD programs and the program operations and success.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Experience includes advising on the management of program progress for all aspects of Operations Management and acting as a personal representative of management, undertaking a wide variety of assignments.
Examples of such experience could include:
-Experience interpreting and implementing legislation and new legislative issuances as well as policies governing Operations Management; OR
-Experience Interpreting regulations and developing policy recommendations and alternatives, providing technical advice and guidance regarding Operations Management; OR
-Experience developing written policy guidance for field offices and other stakeholders regarding Operations Management; OR
-Experience developing training materials regarding Operations Management; OR
-Experience speaking at high-level public forums to describe Operations Management.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
