You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the CIVMAR Support Group (N12C), in the CIVMAR Management Division (N12), of Total Force Management (N1), in the Military Sealift Command (MSC) located at Naval Station Norfolk, in Norfolk, VA of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for the control, operation and administration of ocean transportation by Government-owned or commercial vessels of personnel, cargo and petroleum for agencies of the Department of Defense (DOD).
You will be responsible for the oversight and direction of CIVMAR Support Group programs for the respective CIVMAR workforce.
You will be responsible for carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates.
You will be responsible for assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards to employees.
You will be responsible for providing information, resources and assistance to the primary next of kin in the event of a casualty.
You will be responsible for the oversight and management of processing compensatory time off for travel in accordance with the Joint Travel Regulations (JTR) and Subsistence and Quarters (S and Q) payments as well as leave restoration.
You will be responsible for Green Belt projects; CPI analyses and makes recommendations.
You will be responsible for CIVMAR personnel verification during emergencies and exercises and marshalling the resources necessary to ensure timely accounting and reporting.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing MSC, COMSC, DON or government-wide programs and developing recommendations for new or substantially modified approaches to execute these programs.
Experience effectively presenting complex ideas and options to a wide range of audiences to tactfully and persuasively implement controversial changes.
Experience planning and assigning work to subordinates, setting priorities, preparing schedules, developing performance standards, giving instructions to subordinates.
Experience implementing various research methods, techniques and reporting methods to effectively conduct comparative analysis, evaluate technical information, organize and present verbal and written research and analytical reports.
Experience interviewing, selecting, promoting, commending, and discipling subordinate personnel and hearing and resolving employee complaints and group grievances, resolving complaints without referral to higher authority.
