You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the Military Sealift Command (MSC), Total Force Management Department (TFM-N1), Business Management Support Services Division (N13). of MILITARY SEALIFT COMMAND.

Duties

You will be responsible for planning and execution of the Total Force Management (TFM) annual budget. You will be responsible for analyzing and evaluating findings and recommending more efficient, effective and economical ways to meet workload and program goals. You will be responsible for participating in planning sessions and contributing to management-oriented expertise during discussions of innovative ways to carry out assigned programs and new programs. You will be responsible for developing, analyzing, and evaluating new or modified program and management policies, regulations, goals, or objectives. You will be responsible for researching and identifying new concepts and techniques and briefing senior members of the MSC staff on the results. You will be responsible for facilitating communication and coordination among all relevant parties and assures consistency, accuracy, and quality of policy related program efforts. You will be responsible for execution of TFM Program Objective Memorandum (POM) long range budget and material requirements. You will be responsible for the management of all N1 contracts and Contracting Officer Representative (COR). You will be responsible for the administration of HR Information Technology systems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing and evaluating data on a quantitative and qualitative basis for the effectiveness of Total Force Manning program operations in meeting the established budget, goals and objectives. Experience with monitoring and executing budgetary issues in order to advise on the Total Force Manning budget execution and the Program Objective Memorandum (POM) long range budget requirements withing the position. Experience developing organizational charts, contact lists, milestone charts, budgets for work modules, schedules and other information to facilitate monitoring and carrying out key projects for the organization. Experience using metrics and analytics to improve operations such as using business metrics analysis to formulate policies for management of the workforce through analysis and synthesis of hiring, onboarding, and retention programs, for the purpose of improving workforce skill sets and diversity of MSC. Experience researching, verifying, and organizing complex regulatory or programmatic information into concise responses and using advanced and analytical evaluative skills that are sufficient to recommend courses of action for key issues. Experience serving as a Contracting Officer Representative (COR).
