You will serve as a PROGRAM ANALYST in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) of COMNAVSURFLANT.

Duties

You will serve as a principal advisor, subject matter, and technical expert for Surface Warfare Force Development and Modernization Requirements. You will maintain liaison with points of contact, ensure coordination with N8 Future Force Transition Lead, and assure the validity and timeliness of Baseline Configuration Change Plan (BCCP) data. You will manage the development of the Integrated Prioritized Capabilities List (IPCL) and develop the TYCOM Integrated Priorities List (TIPL). You will review and accept input from the MILCON Infrastructure program analyst. You will develop, communicate, recommend approval, and implement the approved Surface Force capabilities plan. You will analyze, refine, develop, and recommend the implementation and methods to improve program measurement, effectiveness, and productivity. You will use Department of Defense (DoD) Programming, Planning, and PPBES, Program Budget Information Systems Database (PBIS) and other planning and execution tracking tools. You advise senior officials and monitor PPBES and other database activity. You will lead, organize, direct and engage programs and efforts using various qualitative and quantitative techniques.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position requires you to perform temporary duty travel of approximately 20%, both within and outside CONUS is required.
  • Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers.
  • You will be required to obtain and maintain a U.S. Passport.
  • You may be required to be medically screened before embarking on a U.S. Naval ship and complete USFFC/CPF Form 6320-1. You will be embarking on ships/military vessels for periods over 24 hours.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, communicating, recommending approval, and implementing the approved Surface Force capabilities plan which includes short and long-term (5+ years) budget, strategic and tactical objectives, and goals for the purpose of sustainment, stability quality, capability, capacity, and continuous improvement to meet OPNAV, USFF, and Commander Pacific Fleet (CPF) mission demands. Experience providing input to N8 POM planning, programming, budgeting, and execution system (PPBES) SME on long and short-range budgetary proposals to support Echelon II command actions. Experience ensuring that N8 directorate goals and objectives are aligned to CNSP and CNSL strategic plans, goals, and objectives. Experience determining best methods to assess and analyze warfighting effectiveness of capability gaps, based on IPCL annual recommendations. Experience developing TYCOM Integrated Prioritized List (TIPL) of 1-N systems for Echelon I resource sponsor funding. Experience utilizing results of TIPL development to collaborate with the N8 Science and Technology (S& T) Subject Matter Expert (SME) on the identification and development of S& T initiatives, and Fleet experimentation and exercises. Experience maintaining liaison with points of contact at OPNAV, USFF, TYCOMs, Numbered Fleet Commands, System Commands, other Federal departments and agencies, industry and academia for the collaboration of emerging capabilities. Experience ensuring coordination with N8 Future Force Transition Lead regarding new acquisition requirements. Experience assuring the validity and timeliness of Baseline Configuration Change Plan (BCCP) data, system wholeness assessments, and related capabilities assessments.
