You will serve as a PROGRAM ANALYSIS OFFICER in the ACOS RQMTS AND PROGRAM ASSESS(N8) of COMNAVSURFLANT.

Duties

You will participate with the Assistant Officer Chief Of Staff (ACOS) as a co-equal in the functional exercise of supervisory personnel management responsibilities and serve as the Deputy ACOS. You will ensure that directorate goals and objectives are aligned to Commander, Naval Surface Force U.S Pacific Fleet (CNSP) and Commander, Naval Surface Force Atlantic (CNSL) strategic plans, goals, and objectives. You will maintain the integrity of the Sensitive Compartmented Information (SCI) control system and Special Access Programs (SAP) requirements. You will provide support in all matters relating to Naval Surface Force warfighting capability, force structure requirements and infrastructure requirements. You will submit requirements into the Planning, Programming, Budget and Execution (PPBE) process and serve as the CNSP and CNSL representative for involvement in the decision-making process for the Program Objective Memorandum (POM) cycle. You will coordinate and liaise with staff of OPNAV, USFFC, CPF, NAVSEA, other type commanders and systems commands, SMWDC and other warfare centers and research and development organizations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent is required to be medically screened before embarking on a U.S. Naval ship and complete USFFC/CPF Form 6320-1. The incumbent will be embarking on ships/military vessels for periods over 24 hours.
  • Incumbent agrees to accept emergency assignments other than those specified in this position description and to work overtime as necessary, with little scheduling flexibility.
  • This position requires the incumbent to perform temporary duty travel of approximately 20%.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying administrative laws, policies, regulations and precedents applicable to the administration of surface force warfighting requirements and capabilities. Experience planning program objectives and operations, conducting on-site investigations and evaluating the analysis of program effectiveness. Experience applying a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluations/measurement techniques in determining the compliance with regulations and rules issued by command. Experience planning, directing, controlling and monitoring to evaluate/correct deficiencies in the planning for Surface Force Warfighting Requirements and Assessment operating budget, program requirements and related support programs. Experience providing knowledge of U.S. Joint, Combined and Allied ship/air tactical and operational fields. Experience interpreting and implementing SCI security and ensuring proper protection, use and dissemination of SCI documents and material by enforcing SCI administrative, information, personnel, physical, communication and automated information system security rules. Experience in serving as a lead in formulating response to DON Office of Legislative Affairs inquiries in support of Congressional request for information regarding Surface Force warfighting requirements and capabilities.
