About the Position: This position serves as a Budget Analyst, GS-0560-13 in the Army Futures Command (AFC), Futures & Concepts Center G8.
Duties
Providing advice and counsel on all phases of appropriated fund budgeting, to include the planning, formulation, justification, presentation, execution, and review of organization's budget.
Manage and maintain GFEBS - General Fund Enterprise Business System assigned accounts.
Responsible for controlling and distributing FCC - Futures and Concepts Center funding and selected OSD appropriations/funding executed by the Army.
Interprets, disseminates, and applies budgetary guidance stemming from laws, policies, procedures, and regulations.
Participates in funding reviews pertaining to assigned budget and programs.
Participates in all aspects of the Planning, Programming, Budgeting and Execution Systems (PPBES).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Occasional travel - You may be expected to travel for this position.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Participate in budget and program reviews to determine progress against approved funding, schedules and objectives; 2) Analyze budget submissions and financial data such as obligation and expenditure rates to support budget decisions; 3) Utilize an automated finance systems such as General Fund Business Enterprise System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
