About the Position: This position serves as a Supervisory Budge Analyst for Army Futures and Concepts Center located at Fort Eustis, VA.

Duties

Develops and approves policy and guidelines for annual budget data call. Plans, formulates, analyzes, justifies, reviews, and presents requests for financial resources to advise the FCC leadership team on program execution. Operates with full technical authority on financial management matters (interpretation of laws, regulations, policies, methods, joint travel regulation) and is delegated authority. Administers the budget within command priorities and ensures continuity with higher command budget or programs, Responsible for budget development and reporting within the General Fund Enterprise Business System (GFEBS). Oversees all budget planning and execution matters such as Command/subordinate command Operating Budget, Budget Estimate, Spend Plan and program execution guidance. Provides policy guidance, management, and control for program budget and execution. Conducts and provides oversight for in-depth analysis of programs functions and issues through studies, work group, subject matter experts, and special projects. Exercise the complete range of supervisory and personnel management authorities/responsibilities in directing work of subordinate staff, and in the development of long range goals and objectives. Responsible for the planning, directing, coordinating and evaluating the work and performance of subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Financial Management Certification: Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated
  • Employee may be required to work other than normal duty hours, to include evenings, weekends, and/or holidays.
  • Shift work and emergency overtime may be required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification & PresentationConcepts, Policies and Principles of BudgetLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
