About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. You may need to complete a 3 year probationary period, if applicable. This position is with 7th Signal Command, 93rd Signal Brigade, located at Fort Eustis, Virginia.

Duties

Serve as Supervisory Budget Analyst in the S8, Resource Management Division, 93d Signal Brigade, with responsibility to perform various Planning, Programming, Budgeting, and Execution System (PPBES) functions. Responsible for providing input to higher headquarters for the command budget or a portion thereof. Identify and analyze spending trends, obligations, expenditures and reimbursements. Provide financial advisory services for assigned portions of the command budget. Serve as a technical expert on all financial regulations, specific Title 10 requirements, and the Investment (OPA) versus Expense (OMA) procurement regulation. Ensure that the organization's strategic plan, mission, vision and values are communicated to employees and integrated into their performance objectives Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees and set deadlines and time frames for completion Report to the Budget Officer periodically on work accomplishments, progress in meeting established milestones and deadlines for completion of assignments

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

This position is in the Supervision/Management Category at the Senior Work Level within the CES Occupational Structure. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by developing and managing the planning, programming, and budgeting system; providing for finance and accounting services via Inter-service Support Agreements; providing status of funds, budget policy and impacts, and internal accounting; prepare statistical evidence and narrative justification in support of budget requests; and supervising and directing the work of administrative, technical and clerical personnel who provide resource management support.

Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
