About the Position: This position will serve as a Supervisory Budget Analyst located at the US Army Training and Doctrine Command (TRADOC), G-8, Fort Eustis, VA.. Fort Eustis, VA is located in Newport News, between historic Williamsburg and Virginia Beach. Surrounding areas include Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beach. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.
Duties
Develops recommendations for Program Budget Decisions (PBDs), financial policies, and appropriations language to support TRADOC missions.
Analyzes and interprets Command/Agency/Department of Defense (DoD)/ Office of Management and Budget (OMB) budget and program guidance.
Analyzes authorization and appropriations legislation for impact on programs or funds.
Provides budget formulation assumptions, guidance, and technical assistance to Command Headquarters Staff Elements and Activities.
Analyzes the budgetary impact of new or revised legislation, policies, and procedures.
Develops budget/program processes, procedures and guidance for executing financial management plans and programs.
Plans work to be accomplished by subordinates, set priorities, and establishes schedules for work completion.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Selectee must obtain Financial Management Level III certification within 24 months of entrance on duty.
- TDY up to 10% may be required.
- A one-year Supervisory probationary period may be required if not previously completed.

Specialized Experience: One year of specialized experience which includes: 1) planning, programming, budgeting, execution and financial management systems; 2) managing a broad range of financial services including budgeting, resource allocations and spend planning, accounting, statistical analysis and automated reporting; 3) developing and presenting briefings on complex budget and financial matters to leaders; 4) providing oversight for budget and fiscal programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
