About the Position: This position is located at the U.S. Army Training and Doctrine Command Deputy Chief of Staff G-3/5/7 USA Security Assistance Training Field Activity (SATFA) Fort Eustis VA. Fort Eustis is located in Newport News, between historic Williamsburg and Virginia Beach.. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.
Duties
Serves as principal Senior Supervisory Budget Analyst with overall responsibilities for the total spectrum of programming, planning, budgeting, execution, billing, payments, disbursing agent, auditing, and accounting functions.
Supervises the total centralized financial management and budget operation within the organization.
Provides advice to the director on all matters of financial management, budgetary policy, law, and regulation.
Serves as the principal technical authority and advisor to the Director, SATFA on all matters of financial management, budgetary policy, law, and regulation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Financial Management Level 3 Certification - must be able to obtain this certification within 24 months from hire date.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: 1) planning, programming, and executing budgets and budget programs; 2) analyzing budget and program guidance to develop headquarters level strategies and procedures for resource distribution; 3) preparing a variety of reports covering the status of funds, expenses, obligations, and obligations to provide advice to management AND 4) providing advice and counsel to Resource Management staff to resolve a variety of funding and allocation issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
