About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command 7th Signal Command, 93rd Signal Brigade in Fort Eustis, VA.
Serves as the Supervisory Budget Analyst in the Resource Management Division.
Duties
Identifies and analyzes spending treads, obligations, expenditures and reimbursements for assigned portions of the organization’s budget.
Administers assigned portions of the organization's budget for one or more funds (i.e., Operations and Maintenance, Army (OMA), Global War on Terrorism (GWOT), Operations, Army (OPA), etc.) or projects.
Tracks major funding issues for the organization.
Supervises a portion of the Budget staff including assigning work, shaping priorities, providing technical oversight, arranging for staff training, developing performance standards and rating employees, and assisting with hiring new staff.
Provides financial advisory services for assigned portions of the command budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- A one-year supervisory probationary period may be required if not previously completed.
- Must be able to obtain and maintain a SECRET clearance.
- Overtime may be required during unique situations and or during year end budget closeout.
- Position requires up to 25% Temporary Duty travel (TDY).
- Financial Management Level 2 Certification is required within two years of hire date.
- Must submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Specialized experience would be demonstrated by Assessing and reporting on commitments, obligations, expenditures and/or disbursements to ensure legal, effective, and efficient use of funding; Formulating operational budgets to ensure efficient use of funding; Analyzing complex topics to synthesize issues and produce concise, coherent summaries related to matters of defense budget and finance; Budgeting at multiple echelons of command (unit, garrison, installation, MACOM, Region, Headquarters/Department-level, etc.).
