Duties
Serves as a Clinical Program Specialist in the Substance Assessment and Counseling Program (SACP) Section, Behavioral Health Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Assists in the development of long-range program plans, objectives and policies. Incumbent provides technical management knowledge in support of all substance misuse clinical matters throughout the Marine Corps Substance Assessment and Counseling Program. Incumbent assists in the vertical and horizontal integration of policies and products to produce effective and efficient clinical service standards and procedures.Drafts and coordinates support for Marine Corps policies and strategic plans that ensure comprehensive substance misuse services. Makes recommendations to the SACP Section Head regarding policies pertaining to substance misuse. Monitors Marine Corps installations¿ compliance and ensures program goals and objectives meet Department of Defense (DoD) directives and public laws.Responsible for assessing clinical direction, planning and oversight of Marine Corps Substance Assessment and Counseling Centers (SACC). Supports the Marine Corps SACP clinical mission and work requirements in developing program plans, goals, and objectives. Ensures plans, goals, and objectives of services address the total fitness of the individual receiving services in accordance with Marine Corps Total Fitness (MCTF) domains of mental, physical, social, and spiritual fitness.

Qualifications
Master's Degree in Counseling, Counseling Psychology, Social Work, or Marriage and Family Therapy, with 2 years post graduate experience in the Substance Misuse Treatment field. Must be licensed at the independent practice level as a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Professional Counselor. Must be certified as an Alcohol and Drug Counselor meeting the standards set by the International Certification & Reciprocity Consortium (IC&RC) or approved state equivalent Substance Use Disorder certification.Experience that demonstrates knowledge of the principles and practices in the field of substance misuse treatment and skill and experienced judgment in extending advanced concepts and methods for improving the quality and accessibility of substance misuse treatment. Experience that demonstrates subject matter expertise in substance misuse treatment, clinical program development, professional training, clinical supervision theory and practice, licensing and certification requirements, and other aspects of substance misuse treatment. Experience that demonstrates the ability to provide expert technical assistance to professionals in the field and the ability to introduce innovative approaches and extension of established methods and practices.Skill to implement operational guidelines for a full range of actions and standards for program operations; determine appropriate products or requirements and deliverables when customers have complex characteristics or needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives; implement high visibility or complex program plans that significantly affect overall operation and credibility of the Marine Corps to meet objectives; coordinate and integrate project activities that require negotiation and conflict resolution , and controversial disputes over applicability of guidelines and program operation; monitor project activities and resources to mitigate risks that can have far-reaching effects on operations and/or on large groups of people. Skill to provide supervision and training for field staff.Telework: Eligible for incremental telework as determined by MF policy.
