The incumbent will serve as the Marine Corps Suicide Prevention and Response Advisor located in the Marine and Family Programs Division (MF), Manpower and Reserve Affairs located at Quantico, Virginia. MF Division is responsible for oversight, development, and implementation of USMC-wide suicide prevention programs. The incumbent's primary function is to advise, collaborate, develop, and implement strategy to mitigate and reduce key drivers of suicide in the Marine Corps.

Duties

You will advise and collaborate with Division program offices to develop internal and external strategic communications on Marine Corps Suicide Prevention to reflect integrated prevention efforts. You will advise MF Force Resiliency Program Offices (Behavioral Programs and Integrated Prevention Programs) to develop tools and define processes to enable a USMC cultural paradigm shift on suicide prevention. You will support the development of and administer training and education guidance for Marine Corps Suicide Prevention efforts. You will advise leadership on strategic Suicide Prevention concepts and principles, evaluate suicide prevention program contributions to organizational effectiveness, and assist in the development of Marine Corps policy. You will collaborate with the Department of Defense Suicide Prevention Office. You will provide leadership with expert technical advice on suicide prevention matters and are responsible for a significant USMC-wide program function and define objectives, interpret policies, and determine their effect on program needs. You will support the assessment of suicide prevention program effectiveness; design and lead implementation of process improvement initiatives; and provide executive level consultation.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require the incumbent to be available for other than normal duty hours.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Possession of significant validated competency and experience in suicide prevention research, organizational psychology, and leadership. 2. Advanced proficiency providing authoritative advice, assistance, and training on the complex issues surrounding suicide and self-harm behaviors. 3. Expert knowledge of suicide prevention research and management trends, best practices, and suicide prevention management from an overall organizational/enterprise standpoint. 4. Expert knowledge of a wide range of external and internal data such as national demographics, psychology of the workforce, morale trends, employee surveys, organizational psychology, etc. and a mastery of the application of a wide range of qualitative and quantitative methods to analyze, interpret, develop, and implement new suicide prevention strategies/theories and initiatives. 5. Expert knowledge and ability to conceive, plan, and manage suicide prevention programs of broad, emerging, or critical large-scale Service programs of national scope with equivalent analytical, creative, and demanding issues, such as uncertainties involving the authorities and scope of the program resulting from intense Congressional interest. 6. Expert knowledge and ability to conceive and appropriately address unprecedented factual issues (e.g., stemming from the newness or complexity of the integrated prevention program, departure from previous practices, or intergovernmental requirements) which require the generation of innovative new approaches. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
