Duties

Serves as the Community Counseling Program Section Head in the Behavioral Programs Branch (MFC), Marine and Family Programs Division (MF), Headquarters Marine Corps.  Uses a superior level of expertise to develop policy, guidance and program operations which encompass all behavioral health issues to include, but not limited to  worry,  sadness, reactions to combat and operational stress control (COSC), anger management, negative coping, and sleep issues.  Serves as the central point of contact for all Behavioral Health Community Counseling Centers worldwide.  Conducts liaison with Headquarters Program Managers and field managers to provide: guidance on principles of prevention; program policy as it relates to the Department of Defense (DoD) and Marine Corps Community Services (MCCS); provides organizational strategic planning strategies for the use and application of counseling services; reviews and implements new curricula to enhance services; ensures inclusion of Marine Corps Total Fitness (MCTF) domains in the provision of services; identifies and corrects staffing needs; maintains a wide variety of demographic information; and identifies research and marketing opportunities.

Qualifications

Master's level human service and/or mental health professional degree from an accredited university or college.  Must have a clinical license in good standing in a State that authorizes independent clinical practice.  Four years of post-graduate professional experience, with two years that includes documented post-licensure clinical experience treating worry sadness, reactions to Combat and Operational Stress Control (COSC), anger management, negative coping, and sleep issues.  Two years of post-licensure as a clinical supervisor of professional clinical providers. Possess a range of administrative, management, prevention and direct service experience.  Be capable of handling complex issues associated with counseling and prevention.  Be able to complete designated training as required by the Marine Corps. Successfully complete initial credentialing through the Credential Review Board.  Knowledge of and experience and skill in the program management level, using management information systems, office automation systems and processes, computer applications, principles, and techniques. Skill to provide comprehensive counseling services for:  individuals, marital concerns, groups, and family modalities for problem areas amenable to brief solution-focused therapy.  Knowledge of and skill to apply human social services principles and practices, family and group dynamics, human behavior and chemical dependency dynamics in providing counseling services.  Knowledge of family structure, dynamics, needs and problems, interpersonal, economic, social, cultural, environmental, and psychological factors in relation to changing social patterns.  Diagnostic skills in areas of psychological pathology and psychosocial dynamics within the family.  Skill in program development, teaching and counseling.  Knowledge of legal information pertaining to family relationships and laws protecting children and elders, as well as professional ethics of marriage, group, family and child counseling.  Ability to plan and organize conferences and meetings of high-level officials.  Must possess skills in written and oral communication.Telework:  Eligible for incremental telework as determined by MF policy.
