You will serve as a HUMAN RESOURCES SPECIALIST in the ADMINISTRATIVE AND RESOURCES DIVISION of HQ US MARINE CORPS.

Duties

You will analyze the duties of a position to determine the correct title, pay plan, series, and grade level. You will brief managers on civilian human resources program policies (e.g., compensation, employee relations, performance management, work life, workforce development). You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will advise agency leaders on strategic human capital solutions to align employee development strategies with an agency's mission.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; provides guidance/ resolutions to management on all recruitment and placement issues.; track recruitment actions to ensure management's recruitment goals are met. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; collaborating with management officials to write and review position descriptions; providing advice to managers and personnel on the hiring process. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-9:
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related

GS-11:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
