You will serve as a Management Analyst in the Manpower and Personnel Directorate (N1) of COMNAVSURFLANT.

Duties

You will service as provider for authoritative military and civilian manpower resource analysis and management. You will develop and implement approved manpower authorization charges resulting from individual request or studies and those directed actions impacting anywhere from a work center to an entier command. You will develop and provide statements concerning the impact of manpower reductions, inadequate manpower and personnel fund shortages on the capability of elements to accomplish assigned workload and missions. You will keep senior leadership informed on projects and initiatives status, and ensures coordination prior to dissemination of manpower information, data, policy, and guidance. You will examine the organization for efficiency improvements and develop optimum organizational structure. You will coordinate command response to data calls by researching/extracting date, recommending and justifying to higher authority manpower resources necessary for mission accomplishment. You will work within the Surface Warfare Enterprise (SWE) serving both CNSL and CNSP as the Defense Readiness Reporting System-Navy (DRRS-N) Personnel - Figure of Merit (PFOM) Administrator. You will serve as Personnel TEMPO (PERSTEMPO) manager for CNSL and subordinate units ensuring compliance with OPNAV and USFFC policy, procedures, and reporting requirements regarding personnel tempo of individual Sailors.

  • This position requires occasional travel of 10%.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in all manpower policies and procedures to analyze Activity Manpower Documents conduct manpower surveys and maintenance studies and compile and analyze manpower information and identify and resolve problems/issues. Experience in management and organization principles, theories and techniques of analysis and evaluation; experience in developing performance work statements. Eperience conducting studies to analyze, plan and develop manpower.
