About the Position: The incumbent will serve as a senior analyst at a major command, providing financial analysis and advisory services regarding budget matters for current and budget year for single or multi-year appropriations such as Operations and Maintenance; Research Development, Test, and Evaluation; and procurement.
NOTE: The salary shown is a YEARLY salary. The approximate pay per hour is from $50.24 to $65.32.
Duties
This list is not all-inclusive:
Serve as a financial consultant to management on issues such as budgeting strategies and techniques, use of financial management products, resource distribution priories, forecasts and projections, and development annual and long-range plans.
Conduct special studies, analyze trends, develop projections of funding requirements, and recommend financial strategies and actions for meeting program requirements.
Review/analyze/edit/consolidate budget submission data.
Analyze authorization and appropriations legislation for impact on assigned programs or funds.
Attend briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.
Develop recommendations for Program Budget Decisions, financial policies, and appropriations language to support national defense missions.
Identify the need for reprogramming between budget accounts and/or organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The incumbent must be able to obtain and maintain a valid T3 (Secret) security clearance.
- Incumbent must be able to obtain and maintain Financial Management Level 2 Certification in accordance with all applicable NDAA and agency guidelines and directives.
- This position may require temporary duty (TDY) for business up to 10% of the time.

Specialized Experience: One year of specialized experience which includes which includes review, analyze, revise, and recommend approval, disapproval or modification of budget requests and justifications submitted by lower echelon budget offices; 2) utilize financial Systems to perform budget administration functions and creating reports. 3) present and recommend budget adjustments, reprogramming, and resolution of budget problems at command and agency; 4) provide advice and counsel to other resource management and non-resource management officials to resolve a variety of funding and allocation issues; AND 5) conduct special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
