You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (HUMAN RESOURCES DEVELOPMENT) in the TOTAL FORCE DEPARTMENT OF THE BUSINESS DIRECTORATE, of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will apply Workforce Development learning theories, concepts, laws, regulations and principles, as well as state-of-the-art Workforce Development practices regarding career development.
You will develop and evaluate training curriculum and conducting course audits to assess overall effectiveness of training and attainment of training deliverables.
You will conduct studies to determine immediate and long-range training and development needs of employees engaged in a variety of Federal Wage System (FWS) jobs and General Schedule (GS) positions.
You will develop metrics, and compile and analyze data.
You will develop innovative tools for improving team and workforce efficiencies as well as new work methods, approaches or procedures.
You will brief Workforce Development programs and subject matter to all levels of the Command both orally and in writing.

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning work to be accomplished, sets and adjust short-term priorities and prepares work completion schedules; 2 ) Identifying developmental and training needs of subordinate employees and/or provides or arranges for needed development and training; 3) Communicating support of policies to subordinates; 4) Assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards; 5) Provides technical expertise on all facets of training and employee development; and 6) Managing all operational aspects of a Command's employee development and training programs.
