About the Position: Responsible as a Financial Management Analyst for the U.S. Army Center for Initial Military Training (CIMT) for providing financial resourcing technical expertise and advice to program and financial management officials within Initial Military Training (IMT). This expertise extends to a wide range of budgeting, planning, programming, and accounting, functions covering all aspects of Army/Department of Defense (DOD) resource management programs.
Duties
Assures compliance with Congressional, DOD, and Headquarters (HQ), Department of the Army (DA) directives.
Reviews, analyzes, and interprets Department of the Army (DA) Program Budget Guidance, to include both narrative and quantitative portions and determines impact of changes on IMT programs and funding levels.
Assists as Command Budget POC for interpretation of Fund Allowance Document (FAD) guidance and restrictions.
Develops requests for Fund Allowance based on analysis of Command funding requirements and trends.
Uses General Fund Enterprise Business Systems (GFEBS) to manage and track budget information including commitments, obligations and disbursements as well as running appropriate reports.
Prepares documentation for acquisition management and oversight actions in accordance with TRADOC Regulation 5-14 and HQDA guidance.
Assists the project leader/supervisor on special studies for projects and briefings in any area involving resource data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.
- This position may require temporary duty (TDY) for business for up to 25% of the time.
- Must be able to obtain Financial Management Level 2 Certification.

Specialized Experience: One year of specialized experience which includes providing financial advisory services for an organization; preparing a variety of reports covering estimated and actual status of funds, expenses and obligations; AND performing in-depth analysis of budget requests and operating account balances. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
