About the Position: As a Resource Analyst at an Army Major Command Headquarters, he/she is responsible for providing financial expert resourcing technical expertise and advice to program and financial management officials of US Army Training and Doctrine Command (TRADOC).
Duties
As a Resource Analyst, you will perform the following duties which is not an all-inclusive list:
Analyze and evaluate TRADOC requirements and funding on programs based on TRADOC missions and goals and Commanding General (CG) priorities according to their relative contributions to mission accomplishment and affordability.
Conduct research and studies involving all aspects of TRADOC programs and resources that cross multiple appropriations to evaluate interrelated issues of effectiveness, efficiency, and productivity affecting command funding and/or manpower.
Plan and implement processes and procedures for TRADOC long-range planning and programming of resource/dollar requirements.
Maintain close coordination with the DCS G-8 and TRADOC staff with regard to the Program Objective Memorandum (POM) process.
Provide oversight, assistance, and advice to HQ TRADOC Staff, TRADOC Centers of Excellence, schools and activities in the identification and preparation of planning and program resource requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- Temporary Duty (TDY) may be required up to 10% of the time.
- This is a Financial Management Level 2 Certified position. Must be able to obtain this certification within 24 months from hire date.
- May be required to completed a one year probationary period unless previously completed.

Specialized Experience Statement To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:Work which includes work that involves (1) Experience performing analysis and/or reconciliation of financial data, obligation, and/or develop budget report to provide detailed statistical data; (2) Experience obtaining financial data from financial systems such as General Fund Enterprise Business System (GFEBS), Operational Data Store (ODS), Program Budget Accounting System (PBAS), Resource Management Tool (RMT) and/or Enterprise Resource Planning (ERP)/Systems Applications and Products (SAP) systems in support of tracking funds; (3) Experience performing data analysis of financial information using Microsoft pivot tables and/or data analytics tools; (4) Experience monitoring budget accounts to ensure funds are available and effectively utilized and redistributing funds to prevent under or over obligations; AND/OR 5) Experience researchingand/or interpret financial policies, regulations, or laws to resolve financial issues.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
