This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-ENTERPRISE INTEGRATION AND INNOVATION CENTER (EC1).
Duties
Conducts management studies, technical analyses, and surveys pertaining to all contractual activities to identify and improve procurement mission support.
Develops and implements strategies to most effectively utilize contract resources to support the mission.
Analyzes program and mission needs to develop in coordination with the Program Manager (PM), most competitive and cost effective procurement strategies.
Serves as the primary interface with the contract management/administration office, and as a senior advisor to PMs, in all areas of procurement related resources.
Provides advice and guidance on contracting and acquisition matters to personnel, including PMs, other CORs, and other staff members and officials.
Recommends necessary adjustments to eliminate duplication of effort, to consolidate support as appropriate to most efficiently support the total mission.
Eliminate unnecessary support and provide sufficient support for long-term and projected missions.
Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in program management, analysis, customer service, and acquisitions/procurement; and making recommendations to resolve complex problems and increase efficiencies through improved processes, communication, data analysis, and customer service..
