About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is within the Army Investigative Records Repository (IRR), responsible for maintaining, controlling, and providing access to intelligence, counterintelligence, operational, and personnel security investigative records.

Duties

Ensure compliance with National Archives and Records Administration (NARA), Department of Defense (DoD), and Department of the Army (DA) guidelines. Review and manage intelligence, counterintelligence, and personnel security files. Maintain inventories, locators, and disposition records. Provide research assistance and serve as a liaison to National Archives and Records Administration (NARA) Conduct specialized training sessions on records/information management Implement policies for Mandatory Declassification Review as per Executive Order 13526. Review and analyze information for declassification. Coordinate declassification reviews with relevant authorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY travel may be required up to 5% of the time.

Specialized experience is defined as experience which includes two or more of the following: Maintain records in accordance with the agency's record-keeping guidelines. Aid in the retrieval of information from the agency's archived records. Analyze information for declassification. Coordinate declassification reviews with relevant authorities. Implement regulations related to the declassification reviews of classified. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
