About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4VYAA US ARMY INTELLIGENCE AND SECURITY CMD, U.S. Army Intelligence and Security Command, USA INSCOM Mission Support Command FOIA/IRR.

Duties

Serve as the records and information management specialist for the US Army Investigative Records Repository (USAIRR). Maintain File Procurement Accounts (FPA) and File Procurement Officers (FPO) for Army organizations and other Federal Government agencies that routinely requests records from the USAIRR. Perform review of paper and electronic documents submitted for accession by Department of the Army (DA) elements into the US Army Investigative Records Repository.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Performs occasional temporary duty travel 25% or less.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience with applying policies and procedures for the overall records management of national security intelligence, counterintelligence, operational, and/or personnel security-related information to prevent the compromise or loss of classified information or material. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
