Duties

Serves as a first line supervisor in the Human Resources (HR) Technical Services Division providing full functional, technical, and operational management and support in the processing, management and retrieval of HR data. Manages both standard and complex issues in the processing of data within the Defense Civilian Personnel Data System (DCPDS) and it's interface with other critical data systems such as payroll. Supports HR Quality Assurance/Control Program and HR Audit Steadiness (AuS) efforts. Conducts testing for the Management Internal Control Program (MICP). Prepares/reviews recurring reports for MICP audits and initiatives. Works with HR management, supervisors and staff regarding the analysis and review of SSC operations, programs, policies, procedures, practices and requirements and how they relate to external DCPDS processing and reporting requirements. Determines training requirements and plans and conducts training relative to DCPDS, or other HR information system operations and modifications to all levels of HR management and staff. Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and carries out disciplinary actions as needed. DUTIES AS DESCRIBED REFLECT THE FULL PERFORMANCE LEVEL (GS-12) OF THE POSITION. DUTIES ASSIGNED AT AN ENTRY GRADE OF GS-11 WILL BE DEVELOPMENTAL IN NATURE.

Qualifications

For GS-11 consideration, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing Human Resources advisory services and technical assistance regarding the application of staffing theories, concepts, laws and regulations in a business environment. Examples of qualifying specialized experience include providing operational and advisory level staffing support to include conducting job analysis; reviewing and assessing applicant experience and determining eligibility for employment based on regulation; examining various avenues of recruitment sources and methods for appointing applicants; developing vacancy announcements; designing and documenting application assessment criteria; processing, reviewing and auditing personnel actions in accordance with law, regulation and policy. For GS-12 consideration, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing comprehensive Human Resources advisory services and technical assistance regarding the application of staffing principles, concepts, laws and regulations. In addition to providing management advisory services, applicants must demonstrate work experience in at least one of the following areas: conducting job analysis to design and document applicant assessment criteria; assessing recruitment sources and working with management to develop workforce recruitment strategy in a business environment; determining methods for appointing applicants; applying pay setting regulations and policies; coding, processing and troubleshooting personnel actions in accordance with staffing regulations; or conducting the full cycle of the recruitment and placement process. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-11 consideration, applicant must have served 52 weeks at a GS-09 or higher in the Federal Service. For GS-12 consideration, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS 12: Education is not substitutable for specialized experience at this grade level.
