About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9 - Fort Meade, Maryland .

Duties

Provides leadership and facilitates technical and functional subject matter experts in selecting and applying project management disciplines. Performs Contracting Officer's Representative (COR) duties and supports the Contracting Officer (CO) by providing technical and project-specific inputs for contract documentation. Develops procurement strategies, defines source selection criteria, and participates in source evaluation activities. Leads SMEs in the review, assessment, and refinement of capabilities development strategies, specifications, and plans. Provides project management oversight for software and hardware development. Identifies and resolves program/project management or technical obstacles. Briefs senior management on recommendations and rough orders of magnitude (ROM) for budget and schedule projections. Conducts assessments and analyses to maximize value, and to identify/implement cost-saving strategies. Leads and manages definition, validation, justification, and execution of resources for projects. identifies and assess cost, schedule, performance, and risk issues, and to deliver acquisition expertise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • May occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management) certification within 60 months as of entrance on duty.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
  • Advanced Career Level Certification must be met within 4 years.

Specialized experience would be demonstrated by 1) Experience with regulation and/ or execution of a ride range of IT management activities that typically extend and apply to an entire organization; 2) identifies and resolves program/project management or technical obstacles such as workforce planning, policy and standards development, and information security planning and management; 3) advise management on thorough analysis and consideration of alternative approaches for system design, resource management, and strategic planning; and 4) report on functionality of system interrelationships, optimal software and hardware configurations, data storage, and classification needs.
