This Supervisory Program Specialist position is aligned under the Office of the Chief, Health Administration Service (HAS) within the Oklahoma VA Health Care Systems. The incumbent provides high-level administrative support to HAS towards the efficient functioning of all programs and services under the purview of the Service. The incumbent assist by collecting, analyzing, and displaying data in a format ready for decision making.

Duties

The incumbent provides high-level administrative support to MAS towards the efficient functioning of all programs and services under the purview of the Service. Due to the magnitude of the programs and services involved and with an authorized FTEE of approximately 450, the incumbent assists the Chief and Assistant Chief of MAS by collecting, analyzing, and displaying information/data in a format ready for decision making. The incumbent functions as the key for developing maintaining and enhancing the Veterans centeredeness of systems including changes in environment to ensure an exceptional Veterans experience. As the Supervisory Program Specialist your duties may include but are not limited to: Plans, directs, and controls long-term and short-term MAS administrative activities, including policies and procedures, personnel management, contract oversight, budget programming, and execution. Develops, maintains and enhancing the Veteran centeredness of systems including changes in the environment to ensure an exceptional Veteran experience. Molds new processes and practices of healthcare, that begins and ends with the Veteran through provision of training, tools, and systems to deliver, demonstrate, and study the outcome. Track and manage all functions related to handling patient concerns, compliments, process issues, and experience issues that are sent to MAS from internal and external customers. Provides technical and administrative supervision to a unit of three Program Analysts GS 9/11 and two Program Support Assistants GS-7. Oversees the daily operations of the unit, ensures that agency policies and procedures are being followed, develops performance standards, and evaluates work performance of subordinates. Provides advice, counsel, and instruction to employees both on work and administrative matters. Operationally manages all the administrative functions of each element of the department. Responsible for identifying, acquiring, and retaining the resources necessary to accomplish the highly scrutinized and critical outcomes of the service. Responsible for personnel, funding, equipment, space, information technology, systems, and structures. Works with Fiscal Service to formulate the MAS operating budget, execution of the budget is independently monitored by the Program Specialist. Reviews and analyzes memoranda, regulations, and policy statements issued by VA, VHA, VISN 19, and VAOKCHCS. Directs the implementation of revised policies and procedures, ensuring compliance with the directives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience include knowledge of Personnel and Human Resources, ability to lead, writing skills, accountability and hiring, classification, benefits, labor relations, federal, state, and local employment regulations, communicates facts, ideas in a clear and organized manner, maintains records, uses computer software applications, database, automated systems. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, requiring no special physcial demands. No excesive physical demands are required. The incumbent must be able to move about freely to various locations throughout the medical center.
