You will serve as a SUPV IT SPECIALIST (POLICY AND PLANNING) in the Information Technology & Cyber Security (ITACS) office of PEARL HARBOR NSY AND IMF.
Duties
You will exercise both administrative and technical supervision over subordinates performing work related to IT programs.
You will establish general direction for subordinate supervisors that they in turn use to plan work to be accomplished by their subordinates.
You will participate in and conduct long-range, intermediate, and emergent planning for the Commands, Department's, and Division's overall goals.
You will determine availability of manpower, resources, program requirements, and other support functions essential to the accomplishment of the Information Technology and Cyber Security (ITACS) Office mission.
You will ensure ITACS work is accomplished on schedule.
You will represent the ITACS office in high level discussions, meetings, summits, and conferences within and outside the shipyard on matters of program planning, funding, resource, training, and policy.
You will participate in joint coordination and planning sessions with other shipyard departmental representatives to provide program status, execution barriers and required updates/changes.
You will hold discussions and meetings with key staff members as necessary to obtain pertinent details of program assigned.

- This is a Cyberspace Workforce position, work role code 801 Program Manager, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience deploying information technology and cybersecurity concepts, principles and practices to manage (e.g., interpret and develop policies; analyze and resolve technical and resource issues; establish metrics and performance measurement tools; perform cost-benefit and feasibility analyses of proposed new systems; life-cycle management) information technology programs; and developing new theories, concepts, and standards in order to align agency internal business practices with regulations. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
