You will serve as the Deputy Activity Command Information Officer (ACIO), a SUPERVISORY IT SPECIALIST (PLCYPLN), in the Information Technology & Cyber Security (ITACS) Office of PEARL HARBOR NSY AND IMF.

Duties

You will perform overall departmental planning by analyzing mission assignments, establishing program objectives, and developing current and long-range plans for accomplishment of assigned functions, plans and the organizational relationship of each. You will develop and implement policy guidance, to ensure smooth workflow, using comprehensive knowledge of the work steps to be taken, sequence and timing of each step, urgency, manpower availability, etc. You will develop budget requirements, and within the framework of budgetary limitations and guiding policies, determines the type and amount of office space, equipment and supplies needed to accomplish the assigned mission. You will direct accomplishment of assigned program responsibilities, making necessary modifications and revisions in assigned program areas to meet current and long-range objectives. Interprets and instructs subordinate supervisors relative to new or revised policies, procedures, methods, and techniques. You will review organizational strength to determine if maximum utilization is being realized, making changes in the assignment of personnel or programs when necessary to better accomplish the mission, or meet emergencies or high priority needs. You will interpret and analyze changes to IT concepts, principles, business processes or programs in addition to investigating and analyzing a variety of unusual problems or conditions associated with IT requirements and resources.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 752, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience deploying information technology and cybersecurity concepts, principles and practices to manage (e.g., interpret and develop policies; analyze and resolve technical and resource issues; establish metrics and performance measurement tools; perform cost-benefit and feasibility analyses of proposed new systems; life-cycle management) information technology programs; and developing new theories, concepts, and standards in order to align agency internal business practices with regulations. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
