This position is in the Human Resources Division, Employee Relations Unit (FSI/EX/ER), responsible for managing the Employee Relations Unit at the Foreign Service Institute. The ER Unit provides expert guidance on ER matters, develops bureau-specific policies, and ensures compliance with federal regulations. It also offers training on ER topics and advises leadership on performance management, disciplinary actions, and workplace issues to support a fair and effective work environment.
Duties
Directs the comprehensive management of Employee Relations (ER) cases, ensuring timely resolution, accurate documentation, and compliance with federal regulations and FSI policies. Regularly updates leadership on case progress and outcomes.
Develops and implements bureau-specific Employee Relations policies, aligning with federal guidelines and organizational goals, while also providing Bureau-wide leadership on Federal leave programs to ensure compliance with agency regulations.
Serves as a subject matter expert to senior leadership, offering authoritative advice on complex ER issues, including performance management, disciplinary actions, and grievances.
Designs and delivers bureau-wide Employee Relations training programs, ensuring staff and managers understand their roles in fostering a fair and compliant workplace.
Performs supervisory functions, managing staff performance, assigning work based on priorities and capabilities, and integrating DEIA principles into all Employee Relations initiatives.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience leading complex employee relations programs, advising leadership on performance management, disciplinary actions, employee misconduct, grievances, and appeals, ensuring compliance with federal regulations.
-Experience developing and implementing organization-specific employee relations policies, addressing issues such as misconduct, poor performance, and performance improvement plans, while aligning with organizational goals and legal requirements.
-Experience providing authoritative advice to senior leadership and HR on complex employee relations and labor relations matters, including performance-based actions and disciplinary measures.
-Experience managing resources for employee relations programs, including budgeting and contract administration, to support organizational initiatives.
-Experience designing and delivering employee relations training programs that enhance workplace compliance, performance management practices, and policy understanding across the organization.
There is no substitute of education for specialized experience for the GS-14 position.
