About the Position: This position is with the Office of the Chief of the Army Reserve, Office of the Deputy Chief of Staff, Resource Management Comptroller Directorate located at Fort Belvoir, Virginia.
Duties
Serve as a Budget Analyst within the Budget Execution Branch, in the Director, Resource Management Office, Comptroller Division, Office of the Chief, Army Reserve.
Advise the Deputy Branch Chief, and Chief, Budget Execution Branch, the Comptroller, and the Director, Resource Management on issues affecting assigned appropriation programs.
Interpret legislation, appropriation language, Office of Management and Budget (OMB) and Treasury Department directives, OSD and DA Budget Guidance Manuals, and other agency guidelines pertaining to the assigned Army Reserve appropriation programs.
Provide policy and procedural guidance to Army commands and activities on the proper use of Army Reserve appropriated funds.
Analyze estimates to identify imbalance among program areas, to determine adequacy of costing procedures, and to reconcile estimates with current levels of expenditures and anticipated changes in program or staffing levels.
Oversee the analysis of OMB/DoD/DA program and budget guidance and instructions to determine the impact on the Army Reserve operations.
Ensure the continuous evaluation of budget execution to identify and resolve problem areas in a timely manner.
Interpret complex legislative and regulatory guidance to determine the effects on the organization’s budget and programs.
Present program and budget briefings to the Deputy Comptroller, Comptroller and Director, Resource Management, executive committees and/or the Commander.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires DoD Financial Management Certification Program Level 2.

Specialized Experience: One year of specialized experience which includes:
1. Preparing and executing a budget which is consistent with all interests and long and short-term financial goals.
2. Interpreting complex legislative and regulatory policy guidance to determine the effects on the organization's budget and programs.
3. Developing written and oral strategies for presenting and executing the budget and providing alternative courses of action for shortfalls.
4. Analyzing large amounts of narrative and statistical material which are applied in making appropriate recommendations for action concerning budget determination of resources.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
