Duties
As a Supervisory Budget Analyst you will be responsible for the following duties:
Serves as the first line manager for the missions and subordinate direct reports for the financial program requirements of the DLA Information Operations (J6), DLA Document Services, and Capital Investment and Audit Remediation programs.
Serves as a Supervisor (Branch Chief) reporting to the Director, Enterprise Financial Operations Division (J86)
Develops and implements internal control procedures to prevent fund holders from exceeding authorized budget authorities.
Provides guidance, advice, and analysis to serviced activities to maximize financial planning and expenditures.
Facilitates the development of Capital Investment financial planning, monthly reporting, and ensures funds control procedures are in place and effective.
Evaluates budgetary processes and· systems and implements improvements to facilitate the timely, effective and efficient use of agency resources
Provides financial advice to DLA's operationalized activities serviced by J86 at Headquarters (HQ) and various field activities throughout the Agency.

Qualifications
To qualify for a Supervisory Budget Analyst, your resume and supporting documentation must support: Specialized Experience:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Interpreting and adapting financial management laws, policies, regulations and program and fiscal guidance
Develops and implements budgetary and financial policies
Evaluating budgeting methods across the Planning, Programming, Budgeting, and Execution (PPBE) process based on changing policies and guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position requires DoD Financial Management Level 3 certification. Employees are allotted 2 years in which to achieve the Financial Management certification requirements in accordance with DoD Directive 5118.03 and section 1599d of Title 10, United States Code. Once certified, members of the Financial Management workforce have a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.

Substitution of education may not be used in lieu of specialized experience for this grade level.
